In an AP release yesterday about proposed changes in emissions testing in New Jersey, there was the following statement: "The EPA has begun implementing regulations that would require states to patch into new cars' "on-board diagnostic" system to test whether emissions equipment was working properly." This really ticks me off. Only 2 years ago NJ taxpayers paid 1/2 billion dollars for a treadmill emissions testing program. Now we have to pay for a new program that replaces treadmill tests will eventually make treadmill testing obsolete. The old system of static tailpipe tests could have been maintained at a savings of 1/2 billion for NJ taxpayers. Today, 47% of the cars in NJ are OBD II. I imagine in 5 years it could be 95%. 1/2 billion down the drain. And that's only NJ. It could be that the new head of the EPA (our former governer) remembers the problems in NJ and is putting in rules that make more sense. It's too bad that this didn't happen two years ago.
